No snow does not mean it's not cold.

I am so sick of seeing kids (especially small kids) in the 30-35 degree (soon to be less) weather without coats, or maybe just a lightweight jacket. Yesterday I counted 8 kids at the elementary school wearing shorts...one of which was a 3ish yr old walking with her mom to pick up siblings. This morning-30 degrees out, and I see a girl walking to school in a t-shirt. Yes, there is no snow on the ground, but it is cold. Come on. parents, bundle these kids up! Once they hit jr. high them they can pull the "I'm not cold" crap as they fight shivering.
